Where do I buy cels from Ghibli films?

Cels from Studio Ghibli films are quite rare, and usually expensive. You can sometimes find them at anime conventions, for auction on online auction sites, and at some anime import stores. Limited edition reproduction cel art (original artwork based on the movies, but containing scenes not necessarily in the movies) is available at a few stores.

Where do I buy scale models of Ghibli characters and mecha?

Many import stores either carry them, can special order them, or both. As long as you can provide the name of the company that made the model and the catalog number of the particular model in which you are interested, most of the stores will be able to get them for you.
 

Some hobby companies in Japan accept orders from outside Japan. Here you can see some prebuilt models of Mononoke Hime characters from the Japanese company COMINICA (in Japanese).
