The Wiseman was pretty much everyone's superior except Prince Dimands, whom he had a power struggle with. The Wiseman was only using the Dark Moon family as pawns in his plan to bring forth the Death Phantom to kill the inhabitants of earth and take over Crystal Tokyo. After having no more use for the Dark Moon family he would have just done away with them, which he actually started to do beginning with Rubius. The Wiseman never succeded and was destroyed by Sailor Moon.

In the manga the Wiseman was much the same as above. His main goal was to gain the two silver millenium crystals, and then nothing would stand in his way of destroying Crystal Tokyo and then the eventual taking over of the universe. The Wiseman also found Chibi-Usa lost in the time storm and convincing her to take his hand he awakened her to her powers and wiped her memory clean and filled them with awful thoughts of Sailor Moon, The Scouts etc...She being of the silver millenium royal bloodline would be able to use the silver millenium crystal and aide in destroying Crystal Tokyo.
