I should note that the OAV was being made simultaneously with Sakura Taisen
2, and it was very clear that the anime "A-Team" was putting all their
efforts into ST2 (and it shows), with the "B-Team" working on the OAVs. Thus
the quality difference, though I think the 4th chapter of the OAV is the
best in every category- looks, writing, and quality.

Fujishima just did the character designs. Fujishima's beautiful work is on
the cover art for St and ST2, and the various production group illustrations
and portraits.
