The first units WERE called "Oubu" as opposed to "Koubu", so that's correct.

The Imperial City is Tokyo, not Kyoto, at this time in history. The capital
was moved to Edo long before 1911. The Gekijou is on the Ginza, after all,
and there'd be no point in basing the Teikoku Kagekidan in Tokyo to protect
Kyoto, ne?
