Here's what I could translate from Sega's pc site for Sakura Taisen

- Complete graphics upgrade for PC
As you know, personal computer (monitors) differ from TV monitors;

in the Adventure Part and Battle Part.
- Big scale addition of voice with additional after-recording
Along with the graphics, this time there is additional voice for
conversation dialogue with a big scale volume-up. Those newly-recorded
parts are provided for from eight to ten more key scenes within the story,
and numerous dialogues that until now were only displayed in text will be
lip-synched and "spoken volubly!"

Ever get the feeling that Sega and RED _want_ people to import Sakura games,
despite whatever information they may give to the contrary? Consider the
fact that while on the back of the Sakura Taisen case it said "For sale
and
use only in Japan," the back of Sakura Taisen 2 only indicates "that the
software is for Japanese Sega Saturn, V-Saturn or Hi-Saturn." Furthermore,
this page indicates that Windows 95 or 98 is the required OS, and not
Windows 95-J. Then again, they might not refer to it as Windows 95 _-J_,
but simply as Windows 95 in Japan.
