He used to work with CLAMP. He still does occasionally. They
are good friends.

I'm hardly the best person to answer this, but.. I gather that
Hagiwara, Okazaki and CLAMP are friends and share a lot of ideas.
This circle of friends (which includes Utatane?, et al.) is not
that far from being a minor manga subculture, and they've probably
all worked for each other in some capacity, at some stage. Someone
with better info might want to elaborate.

All of "CLAMP Campus Detective Service", "Campus Police Dukylon" and
"20 Menshou Onegai" are in the same universe.
Rei from "CLAMP Campus Detective Service" appears "20 Mensou ni Onegai"
The trio from "Clamp Campus Detective Team" will appear in "X".
Sorata from "X" refers to Subaru Sumeragi from "Tokyo Babylon" in
volume 4 of "X".
