In the middle of the exercises an unknown labor has been destroying the JSDF labors. This labor turns out to be none other than the Phantom and it along with Kurosaki and his Saturn is all part of a Shaft data collection conspiracy. Being proud of his collection and his newly acquired piloting abilities the yakuza boss begins bragging to a fellow boss who also has acquired a labor of his own. The rivalry between them gets out of control as they start doing vigilante crimefighting in competition of each other. The SV2 aren't happy by their interferance, to say the least. Soon it gets so bad that a war errupts between both yakuza gangs. From here on in the episode takes on the tone of a martial-arts/yakuza movie. Noa in her Ingram goes kung-fu on the two fighting labors while Kanuka dressed in kimono and brandishing a kendou bokken takes on both gangs single handed.

Episode #23 - Kanuka's Report
The last day of Kanuka's training period with the SV2 has finally come. She hates sentimental goodbyes so she refuses Gotoh's offer to set up a farewell party. Undaunted by her hardened attitude, the crew breaks into her apartment to hold a surprise party. On her computer they come across the training report she was writing for her superiors. It had personal evaluations of all the 2nd unit members which they begin to read out of curiosity. But as she later concludes her report she does remember to write something about the good in the 2nd unit.

Now he must decide whether to quit the SV2 or stay. He hasn't even told his wife yet.

Episode #26 - I'm Takeo Kumagami
The 2nd unit finally gets a new replacement member, Takeo Kumagami. From the start she demonstrated extraordinary abilities. She quickly gains the favor of the crew since she's such a nice person and an unusually hard worker. There's even the possibility that she might be placed as a forward since she's suddenly good with labors as well, which worries Noa. Even before her training period is finished Gotoh puts her in the position of backup for Ingram #2. In the field of battle she shows her true talents. Only by the end does the crew learn that she's an elite sergeant who was even being considered assignment with Interpol, but she seems to prefer working at the SV2. Go figure.

Episode #27 - A Calling Voice in the Dark
The 2nd unit takes a training trip to hold mock Ingram combats in an old abandoned building. Soon as night falls, many paranormal incidents start happening such as malfunctions of machines and spirit attacks. In light of the strange incidents, the crew begin discussing local legends and ghost stories of the surrounding area, but for some reason Kumagami seems to be acting a bit tense. She keeps trying to avoid hearing about ghosts. After a while she can't hold it in any longer and the crew is quite shocked to see her girlish berserker fear of ghosts firsthand. One apparition gives a clue to the reasons for these hauntings that are all related to a particular clan lord's killing spree in the Edo period, a bomb attack around WWII and and the Great Kanto Earthquake.

Episode #28 - Suspicious Duo
On their day off Noa and Asuma go on a sort of date. They later decide to kill time by checking out the video arcade. There they find a Patlabor arcade game which Noa tries out but doesn't do too well (but not as badly as Asuma). Then along comes a gleeful looking man with glasses calling himself "The Black Knight" who completes the game to the amazement of the patrons. But a strange boy accompanying him named Bado is an absolute game wizard and completes it with ease. It's not too good for Noa's pride. Later that night we see The man calling himself Utsumi with Bado and Kurosaki looking over an old video of the Phantom. It appears that once again the SV2 is the target of Shaft's data collection and feild testing with a new machine that is far superior to any labor ever produced, the Griffon. Bado is to pilot the still unfinished Griffon and so Utsumi takes Bado on a little field trip to see the Ingrams in action firsthand. In two weeks the Griffon will be complete and that's when the party begins.

Episode #29 - SV2 Wiped Out!
This is the story of how lack of food brought the SV2 to its knees. The Shanghai Restaurant is the only place willing to deliver food to the out of the way station and so the SV2 is often dependent on them for lunches. Because of Ohta's tactlessness and one disgruntled delivery boy, the lunchtime delivery never came. The food along with the delivery boy just disappeared. With no other food on base, civilization slowly but surely starts to crumble. Later that night, they manage to place another order and leave their duties long enough to pick up the food themselves, but then they all come down with severe food poisoning. Episode #30 - Griffon was Here!
Episode #31 - Tragedy in Rain
Episode #32 - Reunion
To be perfectly honest, this is the only Patlabor episode I have never seen which is especially bad since it's in the middle of such a thrilling story arc. Kumagami survived the gunshot, but her wound keeps her out of action. From what I've been able to gather, Utsumi's boss decided to take measures against his maverick actions so he calls in Shaft Security Systems to take back the Griffon. On the trail of the 3S is Kanuka Clancy who winds up being teamed up with her old friends in the 2nd Unit. Utsumi somehow fools everyone into thinking the Griffon had self destructed but is still apprehended by Shaft officials. Episode #33 - Hounds of SCHAFT
