The Black Lady is actually Chibi-Moon. Chibi-Moon became lost during time travel and the Wiseman found her. Upon taking her hand he transformed her into the evil Black Lady by implanting evil thoughts of her mother, father and the Sailor Scouts. Upon hearing that Chibi-usa was lost, Tuxedo Mask ran out to find her. He encountered Black Lady and she turned him to evil to work for her. Eventually the Sailor Scouts were able to turn her back to good.
