Depends. When you're trying to run Japanese PC games, there are two ways
to go:
1) use a Japanese font emulator program like NJWin or Northstar,
2) use JWIN95/98.
The problem with Japanese font emulator is that it does not work perfectly,
and sometimes it just doesn't work. After having installed and played over
30+ JWIN95 games this past winter, I strongly recommend against getting a
Japanese PC game if you don't have JWIN95. Over 60% of the JWIN95 games I
got wouldn't install or play properly under English Win98 with NJWin
emulator because the games have file names in Japanese, and even with NJWin
running, English Windows cannot call up Japanese files properly. So if you
want to play Sakura Taisen on JWIN95, you probably need JWin 95.
Of course, getting JWin95 installed on a system with Win98 on the side is a
bitch... but that's a different story.

Dunno, since the U.S. DC won't be out until this September. Of course, if
there's a restriction, mods will be out in no time.
