I bought my JWin95 in Japan a few years ago, and I just installed it over
English Win 3.1. Works like a charm. However, if you're upgrading from
Win95 to Win98, I wouldn't recommend it. So if you're going Win98, spend
the 15,000 Yen and get a complete copy. (ouch!) Or better yet, if you got
a Japanese friend who's a student, see if you can get him (or her) to get a
student discount copy for you.
