As far as Sakura Taisen being "too Japanese" & thus too risky to release in America, well, I'd say most companies would feel the same way about Thousand Arms. If it does well (and I think it will), I think the chances are good that we might see Atlus pick up Sakura Taisen 3. Which, BTW, they wouldn't be able to say anything about right now anyway, since the game hasn't been officially announced in Japan yet. If Atlus were to confirm the game's existence before Red does so, that wouldn't help their chances of getting the American rights to the game.
