"Dragons of Heaven", also known as the "Seven Seals" are the seven
who choose to protect the present world. And obviously, they fight against
the "Dragons of Earth". The following is a quote from
Hinoto, who gathers the "Dragons of Heaven":
"There are countless kekkai set up by our predecessors
in Tokyo. If Tokyo is destroyed by a great earthquake... These Kekkai
will also collapse. That's why the qualifications for the Seven Seals is
the creation of Kekkai. In this world, there are merely seven who can create
the Kekkai, which will save the Earth. The Seven Seals."

| "Dragons of Earth", also known as the "Seven Angels" are the seven who choose to destroy the present world. For what? Well... for a "change". "Angels" was earlier translated as "Minions" in the fan-translations presented in this homepage. Viz translated this term into "Habringers". Anyway, they fight against the "Dragons of Heaven".
The following are the Seven Angels as of the latest development in X
manga. Note that CLAMP mentioned that "switching sides" is possible
in future plots. Count carefully and you'll notice eight names below. In the movie of X, Kakyou's position was replaced by Shogo. In another words, the Kakyou is only from the manga, whereas Shogo is only fron the anime.
